Overview

West Lothian Council initiated a project under the HEES ABS (Home Energy Efficiency Scotland Area-Based Scheme) to enhance the energy efficiency of homes in the Deans area of Livingston. The project focused on properties located in Jubilee and Huntley Avenue, with the aim of improving insulation and ventilation to meet PAS2035 standards for owner-occupied and privately rented properties.

Scope of Work

This design-and-build contract involved the following key activities:

  • Insulation Installation: External Wall Insulation (EWI) for concrete No Fines properties and loft insulation where applicable.
  • Ventilation Improvements: Installation of ventilation systems as required for PAS2035 compliance.
  • Compliance Assurance: Ensuring all works adhered to PAS2035 standards, targeting energy efficiency for No Fines construction homes.

The programme aimed to include approximately 60 properties in the 2024/25 contract period, prioritised based on criteria established by the council. These properties, built in the 1970s, are of linked terraced design and accessible via scaffolding. Pull-out tests were conducted to confirm the suitability of the No Fines construction for EWI.

West Lothian Council invited bids from contractors appointed through PfH Capital Works, DPS Lot 7 Insulation. The appointed contractor was tasked with delivering high-quality energy efficiency measures to the targeted households in specific streets of West Lothian.
